The Charter Township of Texas is seeking to hire a full-time Deputy Superintendent.  This is a high-level professional position within the Township. Under the general supervision and direction of the Township Superintendent, serves as deputy administrative officer for the Township.  Assists the Township Superintendent implementing the directives and carrying out the policies of the Township Board. Assist with the direction of all internal services.  Assists with oversight and performs a variety of research and development activities assigned by the Township Board.  Serves as the liaison between the Township Superintendent and various departments and committees.  Serves as the Acting Township Superintendent in that person’s absence. The compensation range is $55,000-$65,000 per year, plus benefits package, and will be commensurate with qualifications.



An employee in this position may be called upon to perform any or all of the following essential functions.  These functions include but are not limited to all of the duties which the employee may be expected to perform.  To perform this job successfully, an individual must be able to perform each essential function satisfactorily.

  1. Assists the Township Superintendent in the management of municipal operations. Coordinates activities and projects, and develops, implements and maintains office procedures to promote administrative organization. Serves as Acting Township Superintendent when Superintendent is absent.
  2. Recommends and develops policies, regulations, and practices related to personnel management.
  3. Responsible for oversight and management of support staff, including maintaining job descriptions, posting open positions, participating on the hiring team, performing periodic evaluations including annual evaluations, work with employee’s immediate supervisor in setting realistic goals and any performance counselling that may be required, scheduling, assignment of responsibilities, coordinating with department heads so all department needs are met before support person is delegated supplemental or temporary responsibilities.
  4. Responsible for on-boarding all new township employees and newly elected officials. 
  5. Occasionally, serves as liaison between the Township Superintendent, other departments, the media, community groups, and the general public. Responds to inquiries and information requests, and resolves routine and complex issues.
  6. Works on special projects and complicated endeavors. Coordinates processes, provides research and administrative support, and otherwise facilitates the successful completion of projects across departments.
  7. Manages and updates the Township Website and Social Media Accounts. Creates community-wide newsletter; Serves as editor-in-chief, writes articles, approves format and layout, and directs distribution.
  8. Attends various board and committee meetings, assists in researching and gathering meeting materials, and represents the Superintendent as directed.
  9. Keeps abreast of current issues, changing legislation and policies, new administrative techniques, and developments in the public administration field through continued education and professional growth. Attends conferences, workshops, and seminars as appropriate.
  10. Establishes and maintains cooperative relationships with other departments, citizens, elected officials, community and business interests, peer agencies and related interests.
  11. Performs related work as required.

  • A Bachelor’s degree in public or business administration or related field with some coursework in human resources management.
  • Four or more years of progressively more responsible experience in municipal management and/or human resources management.
  • A State of Michigan Vehicle Operator’s License.
  • Thorough knowledge of the laws, ordinances and related legislation pertaining to municipal operations and authority, labor relations, and public information.
  • Considerable knowledge of the professional principles and procedures of township and organizational management.
  • Good knowledge of municipal financial and personnel management.
  • Good knowledge of public relations practices and marketing.
  • Skill in compiling and evaluating complex data and formulating policy and service recommendations.
  • Skill in assembling information, analyzing data, preparing comprehensive and accurate reports, and formulating policy and service recommendations.
  • Skill in effectively communicating ideas and concepts orally and in writing, and in making presentations in public
  • Skill in the use of office equipment and technology, including computers and related software, and the ability to master new technologies.
  • Ability to develop programs and services to meet the needs of the community.
  • Ability to establish effective working relationships and use good judgement, initiative and resourcefulness when dealing with citizens, elected officials, employees, other governmental agencies and municipal professionals.
  • Ability to attend meetings scheduled at other than regular business hours.
  • Ability to train, supervise and evaluate the work of others.
  • Ability to critically assess situations and solve problems, and work effectively under stress, within deadlines, and changes in work priorities.
  • Must be able to pass a thorough background investigation.

While performing the duties of this job, the employee is regularly required to talk, hear and view and create documents; problem solve and decision making; read, reason, written and verbal communication with constant interruptions. Have contact with other professionals (i.e. attorneys, government leaders, planner, contractors, engineers, architects, etc.) and contact with the media.  The employee frequently is required to stand; walk; use hands to finger, handle, or feel; and reach with hands and arms.  The employee is occasionally required to stoop, kneel, or crouch.  The employee must frequently lift and/or move items of light to moderate weight.
